Applying for a right-of-occupancy dwelling

If you want to be a resident in a right-of-occupancy dwelling, first obtain a queue number and then submit an application to the community that owns the right-of-occupancy dwellings. The Centre for State-Subsidised Housing Construction does not own right-of-occupancy dwellings, nor can they be applied for through the Centre.

Queue number for the housing application

If you want to apply for a right-of-occupancy dwelling, you need a queue number for the housing application. You can purchase it online or with a paper form.

Purchase running number (hakija.aso.fi)

The queue number costs EUR 9.20 and is valid for 2 years. The number is national, which means that you can apply for a right-of-residence dwelling in any municipality.

One person can only have one number assigned by the Centre for State-Subsidised Housing Construction at a time. Adult members of the family may apply for an order number either alone or together with another family member. The right-of-occupancy agreement must include at least one holder of a queue number.

With the form ARA 67 you can apply for the queue number from Ara needed to apply for a right-of-occupancy apartment. The number costs €9.20. The information required for payment is provided at the end of the application form. 

Please note that you will receive a queue number faster from the queue number register (online service). 

In case you can not print the application

If you are unable to apply for a queue number online or print this application, you can pick up a paper application at your municipality's service point or at the state's service points. You can also order the form by phone from registry of Centre for State-Subsidised Housing Construction (tel. 029 525 0555).

Sending an application to the Centre

Send the application and payment receipt to the Centre for State-Subsidised Housing Construction either by mail or via the secure email service. If you send the information by secure email, you can scan the application and receipt or take a clear photo of them.

Applying for a right-of-occupancy dwelling

When you have a queue number, you can submit an application for a dwelling. When you familiarise yourself with the housing provision of right-of-residence communities, remember that communities have different ways of marketing and offering housing. Send your housing application directly to the community, specifying your queue number and your wishes for the dwelling.

Need for housing and wealth

Before a right-of-occupancy agreement can be concluded, the right-of-occupancy company will determine whether you need a right-of-occupancy dwelling. The report will be made on the basis of the information you provide.

If you or the family members aged 18-54 who move with you own a dwelling or you have assets, this will be considered in the assessment of the need for housing.
